The conference Entrepreneurial Competencies and Human Resource Management in the 21st Century was held on 16 and 17 October 2017. It was focused on the area of business competencies and human resources management, taking into account the regional specifics of labor markets in the South Bohemian Region and Bavaria. The conference also presented the current results of research carried out within the project Entrepreneurial Competences in the Czech-Bavarian Labor Market, Reg. No. 34.

Abstract
In the first part of this contribution, the author introduces the terms “competency” and “entrepreneurial competencies”. Subsequently, on a sample of 132 students from two professionally oriented universities (a Czech and a German university), he examines the intention to commence entrepreneurial activities. It is examined whether students intend to commence entrepreneurial activities immediately after graduation or later within a period of five years after the completion of their studies. The results showed that only a small number from both institutions plan starting a business or its takeover immediately after completion of their university education. A slightly higher number of students plans starting their own business or its takeover within five years after the completion of their university studies; however, a vast majority of students plan to have an employment relationship. Therefore, it appears desirable to strengthen and emphasize the teaching of entrepreneurial competencies within adequate study programmes at both universities, which can help the students find the courage to start their own company, and also to improve the overall graduate employability.

Long-term competitiveness in turbulent business environment is based on the effective management of strategic competencies. Basic heuristics combines these competencies with organizational skills, specific group processes, and individual cognition. With proper organization, it is possible to identify the competitive models of success in the whole company.

Abstract
Industry 4.0 and its impact on the quality of life and career are the subject of macroeconomic analyses and debates. So far, there have been no studies on the effect of digitalization on personal processes. It is expected that it will result in the increase in the number of highly qualified labour force and the reduction of demand for low-skilled workers. Currently, Czech labour market is characterized by full employment and a structural shortage of workers with technical skills. Digitisation can solve the lack of workforce for monotonous, routine, and physically demanding professions. Its effect will reflect in the strategies of acquiring and motivating Generation Y and the generations that are now in pre-school age. ICT will significantly affect the setting of companies´ personnel strategies and performing of personnel processes, as it creates new roles of HR specialists and changes the position of managers who are responsible for the results and are in daily contact with productive people.

Abstract
The contribution presents the information on the current situation in the labour market of the South Bohemian Region from the perspective of the Labour Office of the CR. By means of comparison, it was found out that in September 2017, the lowest unemployment rate was recorded since 2005, while the absolute registered number of job seekers was the lowest since September 1997 in comparison with all September values in the previous years.

Abstract
Entrepreneurial competencies are of great importance for entrepreneurs who start up their companies; however, in the labour market, they become an important quality of employees. To consider entrepreneurial competencies to be one of the basic requirements, their theoretical background and initial orientation shall be determined. The contribution describes the way entrepreneurial competency can be integrated and defined within the European Reference Framework. In particular, psychological-affective and cognitive aspects significantly influencing entrepreneurial competency are described here. Also, there are presented relevant theories of entrepreneurship research, which play an important role in entrepreneurial and negotiation competencies. These range from psychological and social theories to motivation theories. It can be found that within vocational education, attention should be first paid to knowledge and abilities, since their acquisition in an appropriate way can contribute to the acquisition of entrepreneurial competencies in a short time. For the purpose of initial measuring of these competencies, a questionnaire was prepared, which enables the differentiation by university and relevant abilities. By means of this tool, it was possible to obtain the first results and identify the differences between the two universities, VŠTE in České Budějovice and OTH Regensburg. Here, especially the diversity of the environment and knowledge in both schools should be emphasized. Entrepreneurial competencies should apply both to Czech and German labour market so that the need for action is clear when mediating these competencies.

Abstract
With increasing globalization, universities face a major challenge in adapting the instruction to the changing conditions of EU open labour market. Especially in European border regions, where a lot of people commute to work abroad, the development of common academic standards in cooperation with foreign universities appears to be necessary in order to increase the mobility and improve further development of the European labour market. Entrepreneurship Education offers a huge potential, as it may significantly contribute to strengthening the positions of students in companies as well as in their own entrepreneurial activities (entrepreneurship) and their innovative work behaviour (intrapreneurship), regardless of the cultural differences. This contribution describes how to create / adapt the support of entrepreneurial competencies and internationalization of curricula in academic entrepreneurial education, while presenting and discussing framework conditions, calls, and opportunities.

Abstract
The contribution presents the issue of entrepreneurship promotion from the perspective of the public administration in the South Bohemian Region. The forms of support can be divided by their providers into state support, regional support, support provided by towns, communities, and professional self-government. The coalition agreement of the South Bohemian Region mentions “the development of services to support entrepreneurship (science parks, activities to promote entrepreneurship), supporting the use of new technologies, creating conditions for education, development, and retaining of qualified labour force in the region, and promoting the construction of science centre in cooperation with South Bohemian schools and employers.”

Abstract
This contribution deals with the history of the company Rohde & Schwarz and its entry in the Czech market. The company has a rich history and since its foundation in 1933 in Germany, it has become a multinational corporation operating all over the world. The company started its activities with the production of measurement devices but its portfolio extended to information and telecommunications technologies. Currently, the company is a part of Industry 4.0 and its strategy includes also seeking and educating people with certain potential. This case study analyses the components of a company culture, methods of quality management, and requirements for human resources. The company has a sophisticated information as well as motivation system for improving the processes and project proposals. The company uses methods such as Q-Matrix, plan-do-check-act (PDCA), ISO certification and other industry standards. The analysis focused on human resources has shown that the labour market lacks the capability to seek, sort, compare, and critically assess information. There is also lack of the ability to apply the information and knowledge acquired, the ability to find an original solution. Also, there is no willingness to learn new things and also language skills, which are a necessary prerequisite of an employee´s further development in the area of new technologies.

Abstract
The job description of a manager may vary depending on the level of corporate organizational structure it relates to. Managerial functions most often depend on the need to achieve the set business goals, which implies the need to acquire and manage the company´s resources.
In the system concept of a company, organizational and management structures are its functional, spatial integrating element creating the links of business architecture. The contribution is focused on the issue of managerial work stratification and its influence on the process of creating organizational and management structures in the current conditions of the market economy in the Czech Republic. There is specified the theoretical basis of the given issue, which is considered to be the theory of organization with organizational behaviour, where these terms are defined including the specification of the organizational structures configuration. On an extensive test sample of companies mainly from the South Bohemian Region, the current level of organizational and management structures is analysed and the basic comparison is made according to the size categories of companies with sectoral differentiation. The conclusion presents an expected development of business architecture.

Abstract
There is a relationship between the scope and type of entrepreneurship and the economic prosperity of a country. Entrepreneurial activities represent a set of micro-effects at the level of corporate profits, the size of which can be influenced by the quality of management qualifications. At the theoretical level, the contribution is based on the identification of the principles for improving business decisions, while in practice, the principles are demonstrated within an experiment carried out on the sample solution to a decision problem in the area of risk analysis. The experiment analysis enables to examine in more detail the sources of the gaps between the required entrepreneurial competencies and the acquired skills of a student. In the discussion part, a method to overcome or at least reduce the identified differences.

Abstract
The contribution deals with the issue of strategic management with a focus on the role of strategists, top managers responsible for the strategic management and decision-making, formulation and implementation or introduction of business strategy. Selected results of the research focused on the strategic management of companies from the Czech Republic are presented in the contribution. Using mathematical-statistical methods, the dependence of the strategy on the size category of the tested companies, sectoral differentiation, and the scope of their activities are analysed and evaluated. The conclusion of the contribution presents the evaluation of the application of the strategic situational analysis methods as an important analytical tool for the formulation of business strategy.
